1.1. DOMAIN NAME REGISTRATION
1.1 Second and Third Level Domains:
The Top Level Domain .cr is managed by the National Academy of Sciences. The ccTLD .CR has implemented two domain names levels: the Second and Third Level Domains. The registrations of the names for these domains (second and third level) shall be accomplished following these steps:

Academic: Academic: colleges, universities, research entities that have academic and/or research objectives. In the case of government-sponsored state institutions they shall have to be certified by CONARE, and private academic institutions shall have to be certified by CONESUP. (National Council on Private Higher Education).

Corporate: corporate groups and natural persons dedicated to business activity.

Education: Pre-schools, elementary schools, high schools, pre-college institutes, and other educational organizations certified by the Ministry of Education of the Republic of Costa Rica.

Financial: Costa Rican financial entities regulated and certified by the CONASSIF.

Government: Government sector and the higher powers of the Republic of Costa Rica, for example, ministries; executive, legislative and judicial powers; city halls; self-governing, among others.

Health: Health organizations certified by the Caja Costarricense de Seguro Social (Costa Rican Social Security) and the Costa Rican Health Ministry.

The Domain Name applicant should choose a Second or Third Level in accordance with the above guidelines.
The domain names of third level under .go.cr are exclusive to the government sector of the Republic of Costa Rica. Organizations wishing to register domain names of third level .ac.cr, .ed.cr, .fi.cr, .or.cr, .sa.cr from the outside can make only if they have a venue or representative in Costa rica.
1.2 Type of Domain Name Applicant:
Applicants eligible for Domain Name must be:
- Individual: Residing in Costa Rica or abroad.
- Corporate Entity: Operating in/from Costa Rica or abroad.
In the Domain Name, the individual or the corporate entity who applies for the Domain Name shall appear as the Title Holder.
1.3 Basic specifications of a Domain:
- The Domain Name total length shall not exceed 63 characters.
- Valid characters are numbers from 0 - 9, alphabet letters from A-Z, and dash (-)
- The Domain Name cannot begin or end with the dash (-), or have two dashes in a row (--)

ONLY name brands or registered trademarks that have protection from the Intellectual Property Act shall have to provide the pertinent documents to confirm it. Thus, if the applicant is a corporate entity the documentation to be provided will be:
- Letter from their official representative with the name of the corporation requesting the Domain Name.
- Original of the corporate license (personería jurídica), within thirty (30) days of issuance
- Photocopy of the personal I.D. (cédula de identidad) of the official representative.
- Affidavit stating that he/she is the owner of this name brand, or that he/she is the attorney in fact or has authorization to carry out the registration.
- If the applicant is an individual, the documents to be provided are:

- Photocopy of the personal I.D. (cédula de identidad) of the applicant.

ONLY the following public entities shall present these documents, or if specifically requested by NIC-Internet Costa Rica. In these cases, the documentation required is:
- Photocopy of the judicial act that created the entity (public colleges and universities, or copy of the Acknowledgement Protocol (Private Universities) from CONESUP (National Council on Private Higher Education).
- Original of the corporate license, within thirty (30) days of issuance.
- Letter from the entity's official representative requesting the Domain Name.
- Photocopy of the personal I.D of the official representative.

ONLY the following public educational entities shall present these documents, or if specifically requested by NIC-Internet Costa Rica. Hence, the documentation required is:
- Certification of the Ministry of Public Education, where a written Official Statement is made listing the levels and the titles granted by the school and the principal of the institution.
- Letter from the principal requesting the Domain Name.
- Photocopy of the Principal's personal I.D

ONLY health entities that have been required by NIC-Internet Costa Rica must provide the following documents:
- Certification from the Caja Costarricense de Seguro Social or the Ministry of Health, where they acknowledge the health center and its Director
- Letter from the Director requesting the Domain Name.
- Photocopy of the Director's personal I.D.

NIC-Internet Costa Rica shall have the authority to ask for any other document they regard necessary for Domain Name registration. In cases where the applicant must send documentation, these should be originals send to our NIC-Internet Costa Rica office.

1.5 Contacts in a Domain Name:
- In the official website http://www.nic.cr,please find a Contact Registration form, to list the names of those who will be the "Contacts" in your domain:
- Administrative Contact: Name of your domain administrator
- Technical Contact: Name of your domain technician.
- The Administrative and the Technical Contact may be the same person, however, the Administrative Contact must be authorized by the Domain Holder.
- Each contact will register a NIC-Handle (email address) and password that will be used to confirm information and to carry out any transactions. Thus, it is an essential requirement that the email address be active all the time.
- The email address which the Contacts submit will be the formal means of communication between NIC-Internet Costa Rica and the Domain Name Contacts, without requiring other means.
- It is the responsibility of the contacts update the information in the database of NIC-Internet Costa Rica. Updating the contact information is made in accordance with the provisions of paragraph 2 of this document. The National Academy of Sciences and NIC-Internet Costa Rica are not responsible for the inability to send notices or communications to the contacts of a domain name under ccTLD. Cr by a downgrade for misinformation, false information or failures in the mail systems contacts of the domain name.
- The Modifications in a domain name may be processed by the Administrative or Technical Contact or the Holder of the Domain in agreement with the provisions of Article 2 of this Policy.
Under any circumstances NIC-Internet Costa Rica will communicate with the contacts for request the NIC Handle or password. It is the Contact sole responsibility the use of the NIC-Handle and password given.

1.6 Procedure for Domain Name registration:
Paying Online with Credit Cards:
If you are paying through our website http://www.nic.cr using credit or debit card (Visa, Mastercard, American Express, JCB, Dinners) the steps for Domain Name registration are the following:
- Confirm the availability of the Domain Name that you would like to submit to http://www.nic.cr.
- Fill out the Contact Registration form by signing up the NIC-Handle and the password for every contact under this Domain Name (Administrative and Technical).
- Fill out the domain name registration form including their Credit Card data.
- Send the form online.
If you are paying for the Domain Name using a bank wire or bank deposit:
If the Domain Name will be paid using a bank wire or bank deposit, the steps to follow for Domain Name registration are the following:
- Confirm the availability of the Domain Name that you would like to submit to http:// www.nic.cr.
- Pay for the Domain Name using bank wire or bank deposit.
- Fill out the Contact Registration form by signing up the NIC-Handle and the password for every contact under this Domain Name (Administrative and Technical)
- Fill out the domain name registration form.
- Send the form online.
The Third Level Domain Name requested will be registered at the Primary DNS at a maximum period of 24-working hours after NIC-Internet Costa Rica has received and approved the online application. Therefore, it is necessary that the form be filled out properly, that NIC-Internet Costa Rica should have verified the Domain Name payment, received the paperwork, whenever the type of Domain Name would require it. NIC-Internet Costa Rica will send an online automatic notification informing the Contacts regarding the Domain Name registration once it has been completed. The 24-working hour period is the valid term except in case of force majeure events, which are out of control of the National Academy of Sciences and its office, NIC-Internet Costa Rica. Other exceptions would be for this 24-hour period not to be observed, in the case of those applications that would take longer to verify.
When the domain name to register have to submit documentation, the applicant will be allowed 15-calendar days to present further documentation starting from the date NIC-Internet Costa Rica receives the paperwork, whenever the Domain Name to be registered requires providing additional documents. During this period of time, the online application for registration will be in "pending" status. After that period of grace, the registration application shall be rejected and the Domain Name could be requested by any interested party.
The National Academy of Sciences through its dependence NIC-Internet Costa Rica office will watch over to exclude any abuses in the Domain Name registration and to protect the registered brand names or any brand names that are legally protected under the Intellectual Property Act. Likewise, it will deny any Domain Name petitions, when their purposes are against morality, the public order, and the good principles; according to the existing Costa Rican law. The Domain Name, which are similar or generic terms that, could be held as of national interest; or Domain Name that could produce misunderstanding will be seized by the National Academy of Sciences.
In view of the fact that the National Academy of Sciences is the only entity authorized by the Internet Assigned Numbers Authority (IANA), for the registration and administration of Domain Name in the .CR hierarchy, the area of jurisdiction that is assigned to a domain applicant, be individual or corporation, once a Domain Name registration is completed under the TLD CR, it can not be ceded, transferred, sold, donated or reassigned to another physical or corporate entity different to the Domain Holder. In relation to the Domain Name area of jurisdiction assigned to a .CR Domain Holder, it will be unacceptable for him/her to offer services of delegating the assigned area of jurisdiction, whether partially or wholly. In case of noncompliance to any of the above regulations, NIC-Internet Costa Rica will proceed to remove the registered Domain Name, without any accountability for the National Academy of Sciences.
